(a) The following are the Office Bearers of the council
(1) President
(2) Two Vice-Presidents
(3) General Secretary
(4) Joint Secretary
(5) Treasurer
(b) The chief minister of Kerala shall be the president of the council and the minister in charge of social welfare shall be the first vice-president. The other office bearers shall be elected by the general body of the council for a term of three years
(c) All office bearers shall discharge their functions in an honorary
capacity. The honorarium payable to the office bearers shall be
decided by the Executive Committee from time to time. All the members
of the executive committee except the Ex-officio members shall be
paid traveling allowance and other allowances at the same rate eligible
to first grade State Govt. officers for attending the meetings.
Executive Committee
The Executive Committee of the Council shall consist of the following:
(1) All office bearers
(2) Three members elected form among the council members
(3) Secretaries of the district councils
(4) (i) Secretary to Govt: in charge of Social Welfare Dept.
(ii) Director of Public Instructions
(iii) Director of Health?Services
(iv) Director of Social Welfare.
These four members (4-(1) to IV) shall be ex-officio members. Secretaries of the district councils shall have no voting right in the executive committee of the council.
Standing Committee
For the day to day administration of the council there shall be
a standing committee consisting of 7 (Seven) members viz. all office
bearers elected by the general body, and all executive
committee
members elected by the general body. In the absence of the 11 Vice
President the standing committee may authorise any one of the committee
members to preside over the said meeting. The standing committee
shall be convened at least once in a month
